Innovative and fateful and large-scale public projects aimed at the reconstruction of post-war Ukraine,
in which the GS "Association of Volunteer Teams of Ukraine" decided to participate as actively as possible.

In addition to the current priority of the powerful volunteer assistance of the Armed Forces of Ukraine for the approach of the VICTORY of Ukraine in the liberation war over the racist Russian Federation, its overriding civil mission of the GS "Association of Volunteer Commands of Ukraine" (hereinafter AVKU), already during the war, considers it necessary to actively prepare civil society for its post-war restructuring in the direction of deepening democracy and people-centered reform of public administration.

For the possibility of not only rebuilding the housing and infrastructure destroyed by racist war criminals,
but mainly the civilizational revival of Ukraine - the AVKU Civil Union considers it necessary, on the example of the selfless patriotic activity of the volunteer teams united in it, to encourage the passive part of civil society to show concern and real active support for the formation of a new democratically developed, spiritual and highly moral Ukrainian society .
Substantial democratic changes in Ukraine are possible only with the help of modern democratic technologies, among which the innovative system-forming sociological technology "Digital Viche" is unique, which, with its powerful democratic influence on local governance in communities, is able not only to determine for the authorities the priority directions of socio-economic development of each of a separate Community, as well as to establish practical safeguards against comprehensive corruption in state structures!

Blocking the prolongation and spread of corruption, which is destructive for Ukraine, among those in power will only be effective
based on the results of a systematic independent public assessment by each individual community of the quality of local government
management of the final results of their activities for a certain period of time (for example, one year, but thanks to the developed
with digital technologies, it is possible to do this more often, but not less often than once a year, in order to achieve an even dynamics of measuring the results of digital public sociological surveys based on factor-criterion quality metrics,
which is the basis of the innovative and democratic technology "Digital World".

In general, the mass people's volunteer movement, which arose in the conditions of a criminal terrorist military racist attack,
convincingly confirms not only the sufficiently powerful potential of the desire, or even the thirst of Ukrainian society for its identification, the desire for a stable society capable of resisting external aggression, regardless of the constant internal criminal and corrupt activities of many state officials even under martial law, but also the sincere desire of the majority of society to progressive changes in public administration for the development of a democratic and economically developed Ukraine.

At the same time, in order to overcome the critical consequences of the oppressed Ukrainian semi-state over many centuries of Ukraine's historical past, in the context of the constant confrontation between the government and the people based on the citizens' total distrust of the incompetent, dishonest and unpatriotic government and to establish their constructive and productive interaction - all this depends more on the possibility of eradicating the "peasant" mentality and public passivity to the formation of activity and carelessness of the civil society itself (an important feature of which is currently the volunteer movement, but unfortunately only in extraordinary military circumstances that are fateful for the country). The need to preserve in post-war Ukraine the patriotic and active civic energy of the emerging powerful volunteer stratum of Ukrainian society and to direct it in the direction of the democratic reconstruction of post-war Ukraine prompted the leaders of the AVKU volunteer teams to take decisive action in the direction of educational activities among citizens for the practical implementation of the course announced by the state towards European integration and destruction such shameful phenomena as comprehensive corruption and incompetent, dishonest and unpatriotic state power.

only an active democratically developed civil society provides an opportunity to influence in the most effective way
on the actions of the authorities and orient them to the interests of citizens, and not to personal enrichment and career struggles, thereby significantly narrowing the opportunities for the spread of corruption in state structures. In this way, thanks to the civilizational deepening of democracy, the developed Western countries managed to achieve success on the path of successful economic growth. A developed civil society in the countries of Western civilization controls the government within the framework of a clear legal field, which is a form of direct democracy and a means of direct power of the people, which ensures generally harmonious interaction between the government and society.
It is this level of democracy that is able to create conditions for a dignified life for people and incline, or rather even force, the authorities to be accountable to citizens for their activities.
